THREE BUDGET CIRCLES OF OSHIOMHOLE’S EXCEPTIONAL REPRESENTATION IN EDO NORTH

OIP

A Comprehensive Report Card on the Constituency Projects of Senator Adams Aliyu Eric Oshiomhole, mni, CON, Since June 13, 2023

Prepared by: Hon. Victor Oshioke Mnipr

Introduction: Measuring Representation Beyond Politics

Since taking the oath of office on June 13, 2023, Senator Adams Aliyu Eric Oshiomhole, mni, CON, representing Edo North Senatorial District in the 10th Senate of the Federal Republic of Nigeria has pursued a model of representation anchored on infrastructure development, educational advancement, rural transformation, economic empowerment and improved access to basic amenities.

In the course of his fourth year in the Senate, an objective assessment of his constituency stewardship must distinguish between his years in office and the budget circles through which his constituency projects have been provided for and implemented.
For the purpose of this report, the appropriate period of assessment is the three budget circles of 2024, 2025 and 2026. The 2023 Appropriation Act was passed by the 9th National Assembly, before Senator Oshiomhole assumed office. Accordingly, the assessment of constituency projects attributable to his legislative stewardship begins with the 2024 Appropriation Act, the first national budget cycle in which he had the opportunity to pursue the inclusion of projects reflecting the developmental priorities of Edo North.
Within these three budget circles, the Senator’s constituency project portfolio has expanded across the six local government areas of Edo North: Akoko-Edo, Etsako Central, Etsako East, Etsako West, Owan East and Owan West.
The projects span classrooms construction and rehabilitation, Computer-Based Test (CBT) centres, roads and drainage, solar-powered boreholes, solar street lighting, market infrastructure, school perimeter fencing, health care facilities, and other community-based interventions. These are complemented by vocational training, agricultural support, security training, digital documentation training and direct material assistance to women, youths, farmers, artisans and other constituents.
The central consideration is that effective representation must extend beyond partisan affiliations. Constituency projects financed through public appropriations should serve the wider public interest, reaching communities and residents regardless of their political preferences.

This report therefore presents a project-by-project account of the Senator’s constituency interventions, grouped into three categories: Completed Projects:
i. Projects completed, including those formally commissioned.
ii. Ongoing Projects: Projects under construction or implementation.
iii. Approved and Budgeted Projects Awaiting Implementation: Projects approved in the Appropriation Act, but not yet commenced, or awaiting the commencement of work or funding.

The distinction is important. A project approved or included in a budget has to be executed to be categorised as a completed project, just as a project awarded to a contractor is not proof that construction has commenced. The report maintains these distinctions to provide a transparent account of delivery and the work that remains.

THE THREE BUDGET CIRCLES

1. The 2024 Budget Circle: Establishing a Foundation for Development

The 2024 Appropriation Act marked the beginning of Senator Oshiomhole’s opportunity to pursue constituency projects through the national budget.
The emphasis of the project portfolio for this report reflects practical community needs: As governor of Edo State, Oshiomhole started the Red Roof Revolution which saw the massive rehabilitation of educational infrastructure across the state. Oshiomhole’s first year as a Senator was in essence a continuation of that revolution. His immediate priority was providing classrooms for pupils and students, improved access to potable water, roads connecting communities, street lighting for safer movement, and market facilities for traders.
The educational interventions are particularly significant because investment in school infrastructure creates the physical conditions necessary for effective teaching and learning. Rural roads and drainage improve access and mobility, while boreholes and street lighting address basic infrastructure deficits that directly affect everyday life.
The first budget circle thus established a broad developmental framework for the district, combining visible infrastructure with interventions intended to improve economic opportunity and community welfare.

2. The 2025 Budget Circle: Extending Infrastructure and Economic Empowerment

The second budget circle provided an opportunity to extend the reach of constituency interventions while maintaining attention to the practical needs of communities across Edo North.
The project portfolio includes classroom blocks, market facilities, solar-powered water schemes, roads, street lights and CBT centres. These investments are complemented by training and empowerment programmes for women, youths, farmers, school administrators, artisans and security personnel.
The empowerment initiatives are particularly important because they address the gap between receiving training and establishing a means of livelihood. Programmes in soap and detergent production, horticulture, electronic records management and other practical skills have been designed to provide participants with tools, equipment, starter packs or take-off grants, depending on the programme.
October 19, 2025, Senator Oshiomhole also undertook a major personally funded empowerment programme outside the appropriation for constituency projects. The initiative distributed items including tricycles, motorcycles, refrigerators, deep freezers, industrial and standard sewing machines, grinding machines, bags of rice etc
On December 14, 2025, another empowerment event provided hairdryers, sewing machines and grinding machines to women and youths in Edo North.
The personally funded intervention should be distinguished from projects financed through public appropriations. Both may contribute to constituency welfare, but their funding sources and accountability requirements are different.

3. The 2026 Budget Circle: Consolidating Infrastructure and Building for the Future

The third budget circle represents a further stage in the development of the Senator’s constituency project portfolio.
Beyond completed community infrastructure, the project list includes additional school facilities, more CBT centres, rural roads, a proposed mini solar power grid at Edo State University, Iyamho, and further classroom projects distributed across the six local government areas.

A defining feature of this portfolio is the proposed establishment of a CBT centre in each of Edo North’s six local government areas. The objective is to bring examination infrastructure closer to young people, reducing the need for candidates to travel long distances to sit examinations.
When completed, equipped and accredited for the relevant examinations, these centres would improve access to the Joint Admissions and Matriculation Board (JAMB) examinations and other computer-based professional assessments. The proposed mini solar power grid at Edo State University, Iyamho, also reflects an interest in infrastructure that will support institutional operations and energy reliability.

Taken together, the three budget circles reveal a constituency project portfolio that combines immediate community needs with investments intended to create longer-term educational and economic benefits
One of the most forward-looking components of Senator Oshiomhole’s constituency project portfolio is the proposed establishment of a CBT Centre in each of the six local government areas of Edo North.
The objective is straightforward: young people should not have to travel unnecessarily long distances from their communities to sit JAMB examinations and other examinations that require computer-based testing.
The planned network is expected to cover:
Akoko-Edo: Comprehensive High School, Igarra.

Etsako Central: St. John’s Grammar School, Fugar.

Etsako East: St. Peter’s Grammar School, Agenebode.

Etsako West: Our Lady of Fatima Grammar School, Auchi.

Owan East: Azama College, Otuo.

Owan West: Holy Trinity Grammar School Sabongida Ora.

There is an additional CBT facility under construction at Iyamho Secondary School, Iyamho, This facility is necessary because Iyamho is a University community, which requires a CBT center for the various examinations that will take place there in the future. It is also to guarantee a standard venue for spillover should there be large CBT examinations that cannot be accommodated at the facilities in the university campus.
Why the CBT Initiative Matters

i. Reduced travel costs: Local examination facilities will reduce transport expenses and the logistical burden on candidates and their families.
ii. Improved geographical access: Candidates from rural communities would have more convenient access to examinations.
iii. Digital inclusion: The centers will be properly equipped to expose young people to computer-based assessment and digital learning environments.
iv. Local economic activity: The centres will generate demand for transport, accommodation, food and other local services when examinations are conducted.
v. Professional examinations: Subject to the approval of the relevant examination bodies, these centres could also serve candidates taking other computer-based professional assessments.
The construction of these centers will be accompanied by adequate computer systems, reliable electricity, backup power, connectivity, security, trained personnel and a sustainable maintenance plans. Also, JAMB and other relevant examination bodies will inspect and approve centres for the examinations they are expected to host.

Venue: Angle 90 Motor Park, Auchi.
Hundreds of women and youths were empowered with hairdryers, sewing machines and grinding machines at a well-attended event.
These items are directly connected to small-scale livelihood opportunities in hairdressing, tailoring, food processing and related trades.
The programme reflects an approach to empowerment that provides productive assets rather than limiting assistance to one-off cash distributions.
  8. Fertiliser Distribution Across Edo North
Fertilizer distribution across communities in the district is another agricultural support intervention Access to fertilizer supports crop production when the product is appropriate for the crop, soil and application method.
  9. Annual Christmas and Seasonal Food Distribution
Since assuming office, Senator Oshiomhole has consistently organised annual December distributions of food items, including thousands of bags of rice, cows, rams, salt, sugar and other essential commodities.
The objective is to enable constituents to participate in seasonal celebrations and provide assistance to households during the festive period.
The programme represents a welfare-oriented dimension of constituency engagement.
    Overall Assessment of Empowerment Initiatives
The programmes address several distinct needs:
Skills development: Soap, detergent and disinfectant production.
